Previously, IP address allocation involved minimal or one-time setup fees. Today, resellers without owned infrastructure must absorb recurring monthly charges for IP allocations, adding continuous financial pressure to their operations.

Despite maintaining stable sales volumes, increasing upstream costs, particularly for IP space and licensing, have eroded profit margins. As a result, many resellers have struggled to achieve profitability, with some reporting no net gains over the past two years.
